DECA Commissary Rewards Card

Using and redeeming coupons will soon be hassle-free with the new Commissary Rewards Card.



Testing for the new rewards card will begin in early August at the Fort Lee store, kicking off the first of three pilot phases that will culminate in 30 stores testing the new cards.

The cards, which will only be available at commissaries, are easy to use:

• Once you get your card in a store, you will need to visit DeCA's website to register the card and load digital coupons to your account. You can register your card HERE. As an introductory offer, customers who pick up their cards by Oct. 24 will receive preloaded digital coupons on their cards for use in the commissary that day.
• You can print your saved offers from the "My Coupons" tab on your account if you'd like a list to carry with you when you go shopping.
• Once the card is scanned at the register, the coupons will be matched to purchases and the savings automatically deducted. 
• New offers will typically be posted online every two to three weeks. 
• It is up to the manufacturers that issue the coupons, but in most cases, they will only allow one coupon per customer.

Rules of using digital coupons at the Commissary:

• Digital coupons, just like their paper counterparts, have expiration dates and other terms and conditions that must be followed for redemption. However, digital coupons will not be accepted for up to six months after expiration overseas as paper coupons are.
• Once a coupon expires, it will disappear from the customer's account.
• DeCA's coupon policy limits coupons to one per purchase requirement, so these digital coupons cannot be combined with manufacturer coupons, including paper coupons and military or commissary coupons.
• There will be no overage allowed on digital coupons. None of the coupons available through the Commissary Rewards Card will be valid for more than the price of the item you are purchasing.
• If you purchase an item and end up returning item, you cannot reuse coupon.  Coupon will no longer be available on your account.

As an incentive, customers who register their card by Oct. 24 can enter the 2012 Commissary Rewards Card "Home for the Holidays Sweepstakes" sponsored by Dr Pepper/Snapple for a chance to win round-trip airline tickets for four to anywhere in the states, lodging in a hotel room that accommodates four for six days and five nights, and $1,000 spending money. The sweepstakes entry form will appear at the end of the registration process online.

NEW POLICY HERE


SUSPECTED PRIVILEGE ABUSE:

1. buying large amt of cigarettes/tobacco product. Should not exceed 1 case or 30 units.

2. Buying excessive quantities of an individual item. Quantities could be considered excessive when a customer special orders and/or purchases more than 3 cases or 36 units of an individual item.

3. Excessive number of large orders/transactions on a frequent basis. This would include frequent orders/transactions of an individual item which give the appearance of an attempt to stay below the threshold identified in #1 &#2.

4. Buying excessive quantities of an individual item with coupons that exceed the value of the product.

5. Making numerous purchases in a single day

6. Persistent efforts to exceed sales restriction limits

7. Frequent returns of high-dollar items or multiple items, with or without receipt. 

REPORTING SUSPECTED ABUSE:

1. When privilege abuse is suspected, the commissary employee with immediately notify manager on duty.

2. The store director is responsible for elevating suspected abuse to installation authorities. 

3. DECA is notified

4. When a customer reports suspected abuse by another patron not currently in the commissary, the manager should refer the customer to the appropriate installation officials.

INTERNET COUPONS:

1. Internet coupons will not be accepted for free products, however, "buy one get one free" coupons are acceptable, if they meet coupon requirements.

2. Internet coupons must contain a typical barcode (UPC-A) and/or GSI Data Bar and be scanned. Coupons with only a GSI DataBar are acceptable.

3. If an internet coupon does not scan, and contains a typical barcode UPC-A, the first 11 digits under the barcode, starting with the number 5, will be manually input into the POS and the POS will validate the coupon with the items purchased.

4. If an internet coupon has only a GS-1 DataBar and does not scan, the cashier will examine the coupon for authenticity and, if deemed valid, the coupon value may be manually input.

5. Internet coupons must be an original print in either black and white or color. 

6. Internet coupons may have, but are not required to have, a dot scan barcode or "PIN." If an internet does have a "PIN", the "PIN" must be unique for each coupon. 

OVERAGES:

1. When a transaction with a coupon "overage" results in a negative balance, meaning money is due the customer:

• if the amount due the customer is $24.99 or less, the customer receives case
• if the amount due the customer is $25 or more, a combination of gift cards and cash will be given the customer. Gift cards must be issued to the customer in $25 increments until the remaining balance owed the customer is $24.99 or less. For example, if the transaction results in $100.87 owed to the customer due to coupon "overage", four $25 gift cards must be sold and activated within the transaction for the customer, and the remaining $0.87 will be given to the customer in cash. 

Coupons identified as counterfeit by DeCa Headquarters, or on the Coupon Information Web site, www.couponinformationcenter.com, will not be accepted.


All coupons must be written in English. Coupons that have English plus another language are acceptable.

GSK and DECA are allowing OVERAGE on Nicorette Gum Coupon

A few days ago, GSK told DECA they would not allow usage of this coupon on this item:

NICORETTE GUM COUPON UPDATE: GlaxcoSmithKline has now formally, in writing, reversed their stance on the $15.00 Nicorette coupon. GSK no longer stands by their decision made previously in a letter dated Jan. 20 that prevented DeCA from accepting the $15.00 Nicorette coupon at our commissaries. Their letter states that they will honor the coupon if it is used for the current stock that is in the store until the coupon expires Feb. 5, 2012. DeCA spoke with the Military Accounts Sales Representative from GSK and verified that it is indeed their intent to only allow the coupon to be used for the product that is currently on-hand, "in stock," in the stores.
